A Voice Interpreter sits close to someone who can't hear well (or at all) and repeats quitely but clearly with appropriate timing, facial expressions and mouth movements what someone else is saying so that the person they are serving can understand what is being said.

Voice interpretation is often useful for someone who is very hard of hearing or even deaf, but prefers to "hear" in their native, spoken language. Of course, they have to be relatively skilled at speech reading.
